Maybe if the FS followed the laws and their own regs, then they wouldn't
have to complain about lawsuits (usually successful ones) sapping their budgets.

Excuse is always that lawsuits prevent the FS from doing all this good work. Sure, sometimes it does, but that's only because the line officers (forest sups, rangers, etc) penalize the programs that have the broadest public support.

Rarely do you see the mining, timber and grazing depts getting de-funded as a result of lawsuits, which often result from the mining, timber or grazing personnel flagrating violating the law...

This is not to say that declining budgets arent a problem and don't affect critical resources, they do. But when the feds close campgrounds, fail to protect fish and wildlife habitat, let roads go to pot, etc, there are plenty of other programs that continue to get $$ b/c that's where the budgetary incentives lie.
